Property and facilities managers make decisions that affect homes, workplaces, public buildings, shared money and daily safety. Their responsibilities may extend from administration and resident communication to lifts, fire systems, heating, roofs, access control and major renovation. A reliable operation must make authority, priorities, evidence and spending visible.

This guide is a general operating framework, not engineering, legal, accounting or jurisdiction-specific property advice. Tenure, cooperative, community, public-procurement, building and inspection rules differ. Use competent specialists and current local requirements.

Define the management mandate

Document every property, common area, service, asset and activity within scope. Distinguish owner, board, cooperative, community, neighbourhood, tenant and managing-agent responsibilities.

Record approval limits, delegated powers and matters reserved for a vote or public authority. Do not commit shared funds or alter property without valid authority.

Establish accountable governance

Maintain current decision-makers, meeting rules, quorum, voting, conflicts and minutes. Give residents or occupants accessible information on how decisions are proposed, approved and challenged.

Separate recommendation, authorization, purchasing and payment where practical. Emergency authority should be defined in advance and reviewed afterward.

Create a complete property register

Record title or control boundaries, floor areas, uses, occupancies, drawings, warranties, easements, leases, permits and relevant certificates. Link assets to their exact locations.

Resolve gaps and conflicting versions. An unverified spreadsheet is not a reliable building record merely because it has been used for years.

Build an asset inventory

Identify structure, roof, façade, drainage, heating, cooling, ventilation, electrical, lifts, fire protection, water, access, security and external works. Record model, age, condition, criticality, warranty and maintenance requirements.

Apply consistent identifiers to equipment, documents, inspections and work orders. Update the register after replacement or modification.

Assess building and service risks

Evaluate fire, structural, electrical, gas, water, legionella, lift, asbestos or hazardous material, security, weather, accessibility and occupational risks as applicable. Rank by consequence and likelihood.

Assign controls, responsible owners and review dates. A low complaint count does not prove that hidden technical risks are controlled.

Plan statutory inspections

Create a compliance calendar for every required inspection, test, certificate and report. Define competent providers, access needs, evidence and action after an adverse finding.

Do not treat the inspection date as completion if defects remain open. Track each remedial action to verified closure.

Develop preventive maintenance

Set tasks and frequencies from law, manufacturer instructions, condition, usage and failure consequences. Balance planned, predictive and corrective work rather than relying on breakdown response.

Review missed tasks, repeat failures and emergency callouts. Preventive plans must change when evidence shows the interval or method is ineffective.

Operate a clear service desk

Triage work consistently

Allow competent staff to override the category with a recorded reason. First come, first served is not an adequate risk-prioritization system.

Protect vulnerable occupants

Maintain lawful, proportionate information about people who may need help during outages, evacuation or access works. Agree communication and assistance arrangements without stigmatizing residents.

Plan for mobility, sensory, cognitive, health and language needs. Protect this information with strict access and retention controls.

Communicate inclusively

Use plain language, appropriate translations and accessible formats for works, outages, meetings, charges and emergencies. State what will happen, when, who is affected and where help is available.

Separate confirmed facts from estimates. Update people when plans change instead of allowing an expired notice to remain the only information.

Manage access and keys

Control keys, cards, codes, plant rooms, roofs, voids and vacant units. Record issue, return and authorization and change access promptly after loss or personnel changes.

Manage fire safety

Plan for residents or visitors needing assistance and coordinate with emergency services. Treat fire-system impairment as an active risk requiring temporary measures.

Maintain water hygiene

Understand tanks, heaters, outlets, low-use branches, temperatures and susceptible occupants. Use competent risk assessment, monitoring, flushing, cleaning and corrective action where required.

Record changes and prolonged vacancy. Do not restart a stagnant system without evaluating hygiene risk.

Operate heating, ventilation and cooling

Define comfort, indoor environmental quality, frost, humidity and critical-space requirements. Monitor plant performance and complaints without using energy reduction to justify unsafe conditions.

Maintain filters, controls and distribution. Investigate imbalance and repeated temporary adjustments rather than normalizing them.

Improve energy performance

Establish reliable baselines by meter, building, weather and occupancy. Prioritize controls, maintenance and fabric measures using lifecycle cost and occupant impact.

EU Directive 2024/1275 promotes improved energy performance and reduced building emissions while considering indoor environmental quality and cost-effectiveness. Apply national implementation and valid certification requirements.

Plan major repairs and renovations

Use condition surveys, risk, lifecycle cost and legal obligations to create a multi-year plan. Define scope, design responsibility, approvals, procurement, resident consultation and contingency.

Assess asbestos, structure, fire, accessibility, energy and occupied-building effects together. Avoid solving one performance problem by creating another.

Maintain accessibility

Review step-free routes, entrances, doors, lifts, toilets, signs, lighting, acoustics and digital service channels. Include temporary routes during construction and equipment failure.

Consult actual users and record barriers. Reasonable access depends on the complete journey, not one compliant component.

Manage finances transparently

Separate client or community funds as required, control bank access and reconcile accounts. Build budgets from contracts, utilities, planned maintenance, reserves and credible risk allowances.

Report actual, committed and forecast spending in understandable form. Explain significant variances before requesting additional charges.

Build adequate reserves

Use asset lives, condition and cost forecasts to plan long-term funds. Update assumptions for inflation, regulation, energy and discovered defects.

Do not use reserves for unrelated short-term appearance improvements without valid authority. Underfunding should be disclosed, not hidden by optimistic dates.

Procure fairly and document value

Measure service performance

Track safety actions, preventive completion, repeat faults, response and restoration, energy, water, complaints, contractor defects, arrears and forecast accuracy. Segment results by property and asset criticality.

Avoid metrics that encourage premature closure. Verify a sample of completed work with occupants and physical inspection.

Audit and improve management

Audit authority, decisions, finances, asset records, inspections, maintenance, contractors, data, accessibility and emergency readiness. Include boards, cooperatives and managing agents in the scope.

Publish appropriate outcomes and close findings. Accountable property management makes both the condition of buildings and the reasoning behind decisions visible.
